OVERVIEW

We are looking for highly experienced basis2 lead programming consultants to participate as the lead programming enhancement efforts for an enterprise water utility billing application created on Oracle 11i, and Oracle 12 E-Business Suite technology, and is based in Center City Philadelphia.

POSITION DESCRIPTION

As members of the project team under OIT’s direction, the lead programming consultants will use their understanding of current basis2 technology and basis2 software to deliver or modify major modules, major extracts and interfaces, City extensions, configurations and customizations. Lead programming consultants will be responsible for system components, including, but not limited to, bill calculations, penalties, bill printing, shutoff processes, meter readings, payments, related accounting, debt collection drive and business paths. The consultants will write both online and batch programs.

Consultants will participate in system review, business process analysis, functional gap analysis, functional/technical specifications, data analysis, report analysis, user procedures, system configuration, test scripts and training.

As directed, the lead programming consultants will provide guidance on the technical solutions, write technical specifications, and programming for solutions to business processes and functionality to meet business requirements.

Further, working with Novatti Inc, the lead programming consultants will provide modifications and enhancements to basis2 itself, and if required, interfaces, the basis2 database, and other programs, to address reported processing issues.

REQUIRED SKILLS

• 5+ years basis2 consulting experience.

• 5+ years basis2 software internals experience.

• 5+ years basis2 programming experience.

• 3 to 5+ years interfaces and extracts experience, specifically 3 to 5+ years’ experience with,

at a minimum, bill printing, shutoffs, readings, payments, interfaces, and letters.

• Full understanding of the basis2 database design and entity relationships.

• Background in leading requirements and design gathering activities for large-scale water

utility billing processes.

• Provide liaison role between business users and other technical staff.

• Ability to define and document business process models, design, configuration, system,

workflow, user procedures and test scenarios.

• Knowledge of project lifecycle (SDLC) phases and related technical software promotion

activities.

• Accounting knowledge as it relates to water billing.

• Develop necessary policy/procedure documentation to support business processes.

• Provide status reporting to project management.

• Support testing activities to confirm expected outcomes of business requirements.

• Excellent written and oral communications. Strong organizational and analysis skills

• Ability to coordinate analysis efforts across multiple teams.

• Ability to produce documentation using MS Office (Word, Excel, PowerPoint, Visio).

• 5+ years ORACLE SQL experience in developing and executing queries/reports.

• 5+ years Oracle E-Business Suite application experience.

• Any Oracle module configuration setup and technical implementation experience.
